William Rush Goff, 1813-1892. Moved to Roane County in 1837. Settled on Spring Creek. 1888 sold 118 acres of land which became Spencer State Hospital. He was also instrumental in forming the first bank in Spencer, The Bank of Spencer, 1891. For 13 years he was Justice of Peace; 5 in Jackson County, 3 in Wirt County, and 5 in Roane County, without even changing his address.
